Massachusetts gubernatorial candidate and state Senator Sonia Chang-Diaz (D-Jamaica Plain) wants free public college — and she offered a way that she thinks will pay for most of it.

She says that the proposal would cost $2 billion per year. Her plan to fund most of it is a 2.5 percent tax on college endowments exceeding $1 billion, according to Boston.com.
