Town Meeting in Billerica, Massachusetts approved an expenditure to maintain playing fields in town. But a selectman in town who says costs will balloon and local youth sports organizations will have to pay inflated fees has gathered more than 1,500 signatures of voters to force a special town election to consider the measure.
