City Settles Panhandling Ticket Lawsuit for $89,000

Theresa Petrello, a veteran of the U.S. Army and U.S. Navy, received a ticket for panhandling in Manchester, New Hampshire in 2015 during a crackdown by the city. But the American Civil Liberties Union of New Hampshire sued on behalf of the woman, saying the city can't use disorderly conduct laws against people who beg for money without disrupting traffic; city officials settled the case for $89,000, saying if the case went to trial the city would probably have had to pay a lot more.
