Suicide bomber kills 10, wounds 15 in Istanbul tourist area

ISTANBUL (AP) — A suicide bomber affiliated with the Islamic State group detonated a bomb in a historic district of Istanbul Tuesday morning, killing at least 10 people — nine of them German tourists — and wounding 15 others, Turkish officials said.

Prime Minister Ahmet Davutoglu said the bomber who carried out the attack in Istanbul's Sultanahmet district was a member of IS and pledged to battle the militant group until it no longer "remains a threat" to Turkey or the world.

WASHINGTON (AP) — The Supreme Court ruled Tuesday that Florida's system for sentencing people to death is unconstitutional because it gives too much power to judges — and not enough to juries — to decide capital sentences.

The 8-1 ruling said that the state's sentencing procedure is flawed because juries play only an advisory role in recommending death while the judge can reach a different decision.
