Quincy’s Transient Apartment Dwellers Don’t Vote, Get Shaft
The city of Quincy has several large apartment buildings with transient residents who don't vote in local elections or participate in local affairs. As a result, the city council passed a measure that would tax apartment buildings at the commercial property tax rate, which is double the residential rate, knowing that apartment dwellers aren't paying attention; the mayor says he won't sign the measure.
