Liberal Connecticut Governor Not Liberal Enough for Unions

Governor Dan Malloy, a Democrat, has proved a reliable liberal in the past. But budget problems in Connecticut and Malloy's unwillingness to raise state taxes again have unions worried about his threats to reduce expenditures by laying off state workers if he can't get cost savings elsewhere.
