A school official and the president of the student body at the University of New Hampshire are advising students to be careful about their Halloween costumes.
Ahmed Abukar was 19 in January 2016 when he approached various girls on their way to school in Manchester, New Hampshire offering them drugs, making crude remarks, and touching them in sensitive areas. Over several years he has faced various charges of theft, drug possession, stalking, and sexual assault, pled guilty to some and plea-bargained others, and has missed court-ordered sessions for drug counseling and sexual-predator counseling — but has avoided a felony conviction, has avoided going on the state's sex offender registry, and is not slated to be deported.
