Enforcement and Removal Operations deportation officers arrested the 35-year-old man in Somers, a Connecticut town of about 2,200 on the Massachusetts border, about 12 miles southeast of Springfield, Massachusetts, after state officials released him after he completed part of his manslaughter prison sentence.
