WASHINGTON – U.S. Army Capt. Simratpal Singh reported to his new post sporting a very different look Monday afternoon. During leave, he'd grown a beard and reportedly made himself a camouflaged turban, and last week he won an exception to Army rules, letting him keep his beard and wear his turban on duty, as required by his Sikh faith.

So he reported to Fort Belvoir in suburban Fairfax County, Virginia, as a visibly observant Sikh.

BRUSSELS (AP) — The European Commission has unveiled a controversial plan for a European border guard agency that would deploy to member states overwhelmed by migrants — whether those nations want it or not.

The new agency would have a standing reserve force of at least 1,500 border guards that could be sent to EU border chokepoints within three days, rather than relying on time-consuming calls to nations for volunteers during emergencies.
