One newspaper, the Caledonian Record of St. Johnsbury, claims another newspaper, the Daily Express of Newport, has engaged in racketeering over things like downloading AP photos it doesn't have a right to and claiming a higher circulation than it actually has. Both newspapers serve the Northeast Kingdom in Vermont.
