# Mike Minogue's Campaign Says Maura Healey Is Taxing People Out Of Massachusetts

For at least the second time in two months, Republican candidate for governor Mike Minogue surfaced the issue of hospitals and universities in Massachusetts not paying property taxes, but the candidate's campaign says it's not because he wants to change that policy. 

"One of the challenges we have in Massachusetts, Jim, is that our top two employers, universities and hospitals, do not pay taxes. So the more entrepreneurs and the more businesses that leave, the burden of taxes is gonna be left on those that remain," Minogue [told Jim Polito](https://www.youtube.com/watch?v=EA%5F19M3c-vo&t=262s&ref=newbostonpost.com) during a June 3 radio appearance. 

During a May 3 [appearance](https://www.wcvb.com/article/gop-governor-candidate-mike-minogue-on-the-record-convention-win-affordability/71186310?ref=newbostonpost.com) on WCVB's "On the Record," Minogue said, "Businesses are leaving. Our top two taxpayers do not pay taxes, hospitals and universities. We have to drive up our revenue with growth for businesses and entrepreneurs." 

The News Service asked in May if the candidate supported any kind of change to the tax structure facing hospitals and universities, who in Massachusetts are primarily organized as nonprofits and therefore exempt from paying property taxes. 

His campaign said in a statement to the News Service last month: "No, Mike did not say he would tax anyone. He highlighted how many taxes Massachusetts has. Unlike Gov. Healey, as a new kind of governor Mike Minogue won’t tax people out of being able to afford to live in Massachusetts." 

The campaign elaborated again this month when asked about his June 3 comments. 

"Mike did not say he would tax anyone. He highlighted the number of taxes Massachusetts has," the campaign said. "With 8 major taxes, Massachusetts takes more of your paycheck than 90-percent of America. It's important to note that hospitals and universities don't pay taxes in the Commonwealth. At the same time, businesses here are leaving. The available tax base is shrinking. This places a greater burden on other employers and ultimately, the individual taxpayer. Mike's focus is recruiting and retaining entrepreneurs and businesses. Unlike Gov. Healey, as a new kind of governor Mike Minogue won’t tax people out of being able to afford to live in Massachusetts."
